College System for organizing and operating the community college in accordance
with the policies, procedures, and regulations of the State Board for Community
Colleges and the Virginia Community College System. Specific responsibilities of the President
are:

HUMAN RESOURCES MANAGER I

Plans, implements, directs and leads a comprehensive human resource function for one of the larger
VCCS colleges involving the full range of human resource programs and
services. Carries out
directives of the President in support of the President’s Office. Works directly with the
President, Vice-Presidents, Deans, managers and employees on a wide variety of
human resources issues and college projects.
25% Develops, implements, and
manages recruitment and selection procedures and methods in accordance with
DHRM, VCCS, SCHEV, and college policies and federal and state laws governing
employment. Develops and maintains
effective recruitment sources for attracting qualified candidates for full-time
and part-time positions. Screens applications for all management and faculty
rank positions based on advertised minimum qualifications and forwards
applicant files to the appropriate office for interviewing and hiring
recommendations. Trains
supervisors and committees on interviewing techniques, hiring procedures and
laws affecting employment. Consults with managers and supervisors on the best methods of
recruiting candidates for vacancies.
Consults with managers and supervisors on selection processes and
compliance with all federal and state laws affecting employment and takes
corrective action when problems have occurred or may occur in the hiring
processes. Determines starting salaries
and negotiates job offers with selected candidates. Maintains accurate and
complete documentation on all hiring processes. Develops and writes EEO and Affirmative
Action Plans, pursuant to the Governor's Executive Order, SCHEV guidelines,
DHRM directives, and federal law.
Communicates to the college population the goals and objectives of the
affirmative action plan. Monitors plan's
objectives to ascertain if they are being met and to recommend adjustments in
the plans when objectives are not met.
Compiles reports and reviews same with Affirmative Action Officer and
the President prior to submission to the VCCS, SCHEV, DHRM and other offices as
required. Trains supervisors and
employees in EEO/AA requirements and ensures compliance with federal and state
EEO statutes. Prepares cases for EEO or
employment complaints and represents the college in fact-finding conferences
and hearings. Confers
with Attorney General's Office in matters of litigation. Consults with and guides affected managers
and supervisors in preparations for and response to grievances, hearings and
litigation.
15% Receives, reviews and analyzes position
descriptions, conducts job evaluations and gathers additional data to determine
appropriate classification actions for all faculty rank positions.
Determines appropriate action on all positions within decentralized authority
and submits others for review and approval at the VCCS and DHRM levels.
Consults with and directs the Human Resource Analyst on classified
classification issues and acts on recommendations from the HR Analyst.
Trains and consults with supervisors and employees on the classification
processes and communicates classification decisions to supervisors and employees.
Conducts organizational studies to determine the appropriate level of
classifications for administrative and professional faculty and classified
positions. Administers classification policies of the
state in ensuring the periodic review of all positions. Manages
and administers compensation policies of the DHRM and VCCS. Ensures that supervisors and managers understand rules and
regulations and that employee pay is established pursuant to policy and the
Fair Labor Standards Act. Determines exempt/non-exempt
nature of positions based on FLSA tests.
15% Develops policies and
guidelines for college controls as directed by the President. Interprets current federal and state laws and
VCCS and DHRM policies and establishes programs to train managers, supervisors
and employees on methods to comply with laws and policies via group meetings,
memoranda, training sessions, etc.
Creates the Classified Employee Handbook and updates sections of
the Faculty Handbook to reflect VCCS and college policy. Carries out duties as
assigned by the President for the benefit of his office, including
communications with area General Assembly delegation on issues important to the
college. Serves
on VCCS and college legislative committees and task forces.
15% Serves
as the primary team leader for the accomplishment of a wide variety of human
resource responsibilities. Develops the
annual budget request and manages approved budget. Manages a system of performance planning and
evaluation and develops agency management plans in accordance with state
policy. Communicates
plans and policies to employees and supervisors. Counsels supervisors and
managers on methods of dealing with difficult employee performance problems. Interprets policies as they
relate to discipline or conduct, such as, "Standards of Conduct and
Performance Policy", "State Employee Grievance Procedure",
"Faculty Grievance Procedure", and other faculty policies. Counsels employees on
policies, problems with supervisors and/or co-workers, and performance or
behavioral problems. Approves,
disapproves, or modifies recommended disciplinary actions proposed by
supervisors prior to any action being taken in order to ensure fairness,
consistency and compliance with policy and standard employee relations practices.
10% Develops and implements a
system of training and development for all college employees through an
organized needs assessment process.
Organizes and coordinates specialized training as needed. Directs the training activities based on an
established training calendar. Evaluates the conduct of training and its impact on the college and
its employees. Establishes and
oversees new employee orientations for faculty and staff to ensure new
employees are properly trained in state and college policies, practices, and
opportunities. Coordinates job safety
programs through various department heads and conducts safety leadership
training for supervisors. Administers
the Worker's Compensation Act for all job-related illnesses and injuries and
administers effective return-to-work programs for injured employees.
5% Manages the preparation of full-time and
part-time faculty contracts and appointment proposals. Advises faculty and
administrators in the development of professional development plans. Guides faculty in the
development of educational programs necessary to achieve future promotions in
faculty rank. Reviews and
verifies faculty eligibility for multi-year appointments and promotions. Prepares promotion documentation for VCCS
approval and counsels faculty members on future eligibility for promotion in
faculty rank. Administers
provisions of state, VCCS and college educational aid policies.
5% Administers and manages a comprehensive service delivery for
employee benefits programs. Provides pre-retirement counseling to employees contemplating
retirement. Interprets group
hospitalization contract for employees and provides assistance to employees
experiencing problems with claims processing.
Maintains thorough knowledge of state benefits programs and disseminates
information to employees on all programs.
Administers leave of absence policies and interprets policy relative to
leave, salary, usage, and college-wide application.
5% Establishes and maintains a records
management system on all employees of the college. Ensures that all transactions are recorded
and reported accurately and promptly in PMIS and that actions affecting payroll
are processed and that all employee claims or changes are processed fairly and
expeditiously. Develops
policies and procedures for security and release of employee files and
information.
5% Attends workshops, seminars, conferences,
meetings related to the human resources management field. Serves on committees of the college as
assigned, particularly the Affirmative Action Committee. Serves on VCCS and state committees and task
forces as requested and assigned.
Develops a wide variety of reports for the President, serves on the
President's Staff and attends meetings as required. Represents the President at various meetings
and functions as directed. Provides presentations, reports, etc. about the college to various

The
Vice-President for Institutional Advancement is responsible for numerous programs
that increase the college’s positive involvement in the service area and that
expand programs for faculty, staff and students to increase external
visibility, relationships and activities.
Involvement in new initiatives emanating from the President’s Office,
strengthening the college’s role with various private and public entities, and
building regional and national relationships with associations, other
institutions and systems are primary functions.
Administers the marketing, development, grants and community outreach
activities for the college and directs employees within those areas.
35% Communicates and confers with various community leaders in
soliciting support for the college.
Coordinates activities of the VWCC Foundation Board, oversees the fiscal
processes for scholarship awards, and directs the work of alumni affairs in
garnering support for the college in a variety of ventures. Communicates and confers with various
officials to strengthen the college’s relationships with a wide variety of
groups, such as AACC, other community college associations and organizations,
and with the consortia of colleges, universities and the public school
systems. Serves as the
point-of-contact for the college’s efforts in the region’s bio-medical, biotechnology
initiatives. Works
with officials from the various health care facilities on
biomedical/biotechnical development activities. On behalf of the President, confers with
health care CEOs and administrators on the details of the college’s role in academic
programming and consulting services for the biomedical/biotechnical and other
health related initiatives.
30% Serves as a member of the President’s
Cabinet to provide leadership in the development and implementation of
institutional policies and procedures.
Confers with the President and other Vice-Presidents to determine
resource needs of the college not satisfied by the state; directs plans to
generate funds to meet resource needs and develops strategies for positively
representing the College to its constituents.
Manages and communicates the college’s international education program
for students and employees. Manages the processes for adhering to and revising efforts
according to the College’s self-study, SACS accreditation requirements, expectations
of visiting committees, and any other SACS related information and
requirements. Serves as the point
of contact with SACS on all issues related to accreditation that will impact
the college. Coordinates all
institutional effectiveness activities to ascertain how the college is
responding to SACS requirements, recommending corrective actions and following
through on those actions. Serves as the college’s primary appointee to serve on SACS visiting
committees at other institutions undergoing accreditation reviews.
15% Develops a comprehensive governmental
relations program to include relations with local, state and federal government
elected officials, administrators and agency contacts. Tracks all federal and
state legislation that has potential or real impact on the college and its
programs. Determines
the strategies for responding to legislation, regulations and resolutions. Communicates with local and state elected
officials about the college, local and state services and programs, and recommends
how the college can be involved or can benefit from these programs. Provides leadership for the
college’s public information and marketing initiatives. Serves as the chief public
relations officer and the primary new media contact for the college. Develops a comprehensive
base of alumni for the creation of an association that will support development
activities, provide a base of volunteers, and create new marketing methods for
the college.
15% Develops the framework and implementation plans for various
external programs for presentation to the college faculty, to include Faculty
Return-to-Industry; Student Internship/Apprenticeship Programs; Comprehensive
Professional Development Program to include college initiatives, VCCS programs,
educational aid activities, professional activities, community service,
sabbatical leave, etc. Directs fund
raising efforts to support these initiatives not supported by state resources.
5% Oversees the college’s Pursuit of
Grants plan to expand financial resources and program delivery. Confers with the grants
coordinator the priorities for meeting the external funding in the Pursuit of
Grants plan. Directs a thorough and ongoing inventory of college fixed
assets and equipment, the methods for tracking inventory and determining
guidelines for replacement of equipment.
Oversees the comprehensive college records management
program in compliance with State regulations. Administers the
requirements for disposal, retention, and archiving of all college records in a
uniform and consistent manner. Performs other duties as assigned by and/or on behalf of the
President.

EXECUTIVE DIRECTOR OF THE VWCC EDUCATIONAL
FOUNDATION, INC.

REPORTS TO: VICE-PRESIDENT OF INSTITUTIONAL ADVANCEMENT –

This restricted
faculty position coordinates and manages all activities for implementing
private development and fund-raising programs for student scholarship programs,
professional development activities and other special efforts. Supports college technology training and
economic development programs through fund raising for which State resources
are limited. Promotes the college to the
service area for support and giving, and communicates information to college
employees and the general public so that the various constituencies in the
service area view the college as a viable source of investment and
support. Serves as the
Chief Development Officer and the Executive Director of the VWCC Educational
Foundation. The position is governed
by VCCS policy 3.4.2, Restricted Faculty Positions. It is considered as restricted, grant-funded
and is governed by the conditions of the VWCC Educational Foundation. Faculty rank and VCCS salary scales do not
apply.
50% Plans, develops, and implements the private
resource development program for the college through private, non-state sources
to supplement programs, scholarships and activities of the college. Develops and implements the institution's
annual development plan involving private, individual and organizational
resource acquisition. Confers
with the President, the President’s Cabinet, the Local Board and Educational
Foundation Board to determine the strategic, capital and annual needs of the
institution. Designs, writes and
edits fund-raising and informational materials to solicit funds or gifts from a
variety of targeted individuals and groups.
Researches sources of funds for individual giving and
through gifts from foundation and corporate resources. Prepares and submits foundation and corporate
grant proposals by working directly with the Coordinator of Grants
Development. Organizes and arranges
special events programs and promotions for prospective donors and for
recognition of those who have given. Develops fund-raising goals and strategies for various groups who
are involved in soliciting funds or gifts. Coordinates work activities and plans with
volunteer leaders to develop fundraising goals and strategies for prospective
donors. Acknowledges gifts received with
proper recognition to the donors and develops the donor recognition program.
30% Schedules and organizes the details of
Virginia Western Community College Educational Foundation Board of Directors
meetings, and maintains records and minutes of all meetings. Compiles and distributes reports and business
materials to board members. Develops an annual report of activities for distribution to board
members, donors, college officials, and other interested parties. Functions as the liaison
between the College and the Foundation Board of Directors. Communicates frequently
with the President, the Vice-President of Institutional Advancement, and
academic administrators about business of the development office and its
relationship to the college, students, scholarship programs, and the service
area. Plans, develops,
implements, edits, and evaluates multi-media communications programs,
campaigns, and events to educate and inform employees, students, and the
general public about VWCC Educational Foundation, Inc. Writes speeches as necessary for delivery to
groups or organizations solicited for support of supplementing college programs
and student scholarships.

Manages budgets, restricted and unrestricted accounts
and record-keeping systems of the investment portfolio. Develops official
correspondence for the communications and information management of the

This position serves
within the Office of Institutional Advancement, made up of Public Relations and
Marketing, Grants Development, the VWCC Educational Foundation, and other
programs and activities promoting the college throughout the service area. These various functions operate in a strong
team environment with each one dependent upon the other to fulfill the goals
and objectives for the college. The
objective of the Office of Institutional Advancement is to promote understanding
of the College – its people, programs, policies, and needs – among its varied
constituencies, and to secure adequate public and private support essential to
the fulfillment of its mission. This
position establishes, maintains, and administers a comprehensive college-wide
grants development program in coordination with the Office of Institutional
Advancement. Researches and identifies
potential grant funding sources for the College, coordinating with faculty the
preparation of grant proposals, communicating with funding agencies, and
overseeing the administration of the grant awards. The position oversees the operations of
community and public relations programs to promote the college, its programs,
and its benefits. Carries
out special administrative projects as assigned by the President. Performs duties as assigned by the President
in support of programs emanating from the President’s Office
GRANTS DEVELOPMENT ACTIVITIES
15% Researches and identifies public and private
grant funding sources that are compatible with the purposes and goals of the
institution; develops and implements a system for the timely distribution of
information on funding programs to appropriate faculty, staff and
administration; and develops an annual plan for submission of grant
proposals. Supervises the development of
proposals; researches grant topics to add depth to proposals; and prepares
institutional background and capability statements, area information, and other
narratives of a general nature for inclusion in grant proposals.
20% Develops a close
working relationship with public and private program offices, congressional
offices, and federal reviewing and/or approving agencies. Attends bidder’s
conferences and other meetings related to proposal development and grant
proposals with funding officials (in coordination with project director and
appropriate college faculty, staff, and/or administrators). Maintains a central file of all proposals
submitted by the College; collaborates with the Business Office to initiate
required federal/state/internal paperwork; develops and/or reviews proposal
budgets. Prepares correspondence
accepting grants and confers with project directors in preparing correspondence
amending grants. Monitors and prepares
institutional responses as requested to federal and state legislation and
regulations which impact educational funding.
Confers with other institutions, agencies, or
organizations in cooperative and/or consortia agreements related to grants. Conducts proposal
development workshops for faculty, staff and other agencies as requested. Develops periodic reports on grant activity
at the College for presentation to the Local Advisory Board, college
administration, and/or appropriate agencies/individuals; and publicizes grants
information through print and electronic media.
Maintains a resource development library that contains
information on funding sources, research data, planning documents, etc.
20% Develops and implements an effective grants
management system to ensure compliance with federal and state regulations
including internal dissemination of signed contracts, coordination of budget
revisions, etc. Monitors
regulations of funding agencies to ensure that all procedures required are in
place. Administers the grants
management process including internal coordination between project
coordinators/directors and the Business Office accountant; and communicates
with appropriate federal/state/private funding agencies and personnel.
COMMUNITY AND PUBLIC RELATIONS
ACTIVITIES
40% Coordinates and administers the
implementation of a comprehensive multi-media public information and marketing
plan to enhance the college’s overall outreach effort and visibility to include
the development of annual publicity and community relations programs, goals and
objectives, specifically focused on student recruitment and retention. Confers with deans,
vice-presidents, the President and other appropriate management officials in
determining public relations and marketing needs. With the final product, reviews and insures
that all literature to be publicly distributed is consistent with the college’s
public information and marketing plan.
Evaluates the overall effectiveness of public information and marketing
approaches and modifies as needed. Manages the annual budget for public relations and marketing
activities. In a team
environment, prioritizes public relations and marketing projects and
establishes timetables for completion of projects. Assigns work to public relations and media specialists
for production of informational documents within established timeframes. Evaluates the work of staff, practicing
effective performance management principles, and performs the full range of
supervisory functions. Oversees the establishment of an annual calendar of projects and
work activities in order to appropriately determine the priorities for
production of public relations and marketing materials. Serves as a member of the Vice-President of

The Coordinator of Distance Learning
and Instructional Technology is responsible for
coordinating the distance-learning program and for assisting faculty and
students in the effective use of technology for teaching and learning.
25% Consults with
faculty in the development of online courses.
Advises faculty in the choice of appropriate software
development tools, insuring that selected software meets the technical
requirements for college Web-based courses. Evaluates faculty-developed
courses and provides recommendations for improvements or changes in design as
needed. Assists
faculty in revising and updating existing Web-based courses, including
converting existing courses to new application platforms.
25% Consults with
college faculty in the design and development of instructional applications
that are pedagogically sound and that observe effective graphic design
principles. Advises faculty in the selection of effective
multimedia development tools and multimedia software, as well as in the
selection and use of appropriate hardware, insuring compatibility with existing
hardware and software. Reviews
and arranges for tests of software applications for functionality,
compatibility, and support requirements. Makes
recommendations on hardware and software to the faculty, administration, and
members of the TLTR to support instructional needs. Works with faculty revising and updating
traditional courses to introduce or expand the use of relevant instructional
technology. Reviews faculty-developed multimedia projects and provides feedback
as needed.
25% Acts as system administrator for Blackboard
and maintains support system for users of Blackboard and Webmail. Establishes positive
professional relationships with students and offers tutorial sessions when
needed. Supervises clerical
support staff in the overall work activities of the office.
15% Administers, manages and evaluates the
distance learning program. Develops and monitors the college’s Quality
Assurance Plan for Asynchronous Courses.
Coordinates distance learning orientation sessions. Participates on VCCS
distance learning committees and in VDEN conference calls. Facilitates the process of
DL course development grants. Completes various
reports and information requests relating to distance learning for SACS, VCCS,
SCHEV, etc. Assists
faculty in scheduling the delivery of courses via the VCCS compressed video
network.
5% Surveys faculty to identify their design
and training needs. Develops and conducts workshops and other
professional development opportunities for faculty in general principles of
instructional design, basic principles of graphic design, specific software
applications, and the effective integration of technology into
instruction. Workshops follow a logical
progression or sequence to accommodate faculty training needs from beginning to
advanced levels and are scheduled to support the maximum number of faculty,
staff, and students.
5% Develops and maintains an Instructional
Technology/Distance Learning web site containing relevant information,
schedules, and links to relevant resources for VWCC faculty. Serves as chair of TLTR.

Conducts
professional research and statistical studies in support of college planning
and development, policy development and implementation, strategic planning,
report generation, student outcomes assessment and program evaluation. Serves in a staff capacity
to the Vice-President of Academic & Student Affairs. The position is
subject to significant communications with the College President,
Vice-Presidents, Deans, college faculty and staff and a wide variety of State
and VCCS officials. Periodic reports are made to the Local Advisory Board
regarding institutional effectiveness issues.
65% Institutional Effectiveness, Research and
Planning.
Directs and administers the VWCC Strategic Plan which includes the development
and review of college-wide institutional goals and departmental operational
goals. Establishes the
timetable for plan updates and reviews. Documents the
progress towards institutional and departmental goals. Recommends
changes in policies and operational procedures as deemed appropriate and
recommends strategies for the continued positive development of the College.
Researches, collects, develops and provides data to assist in determining the
educational needs of the Virginia Western Planning region and assists
appropriate staff in transforming those needs into viable educational programs
and services. Coordinates cooperative planning, research, and
evaluation activities within the College, and between the College and the VCCS.
Prepares reports of research findings in the form of reports,
research briefs, newsletters, memoranda, and other communications.
Collects, analyzes, summarizes and reports institutional research data.
Disseminates institutional effectiveness data via the college’s online Fact
Book, the IE website and other resources as developed. Supervises
technical Institutional Effectiveness support staff as assigned. Oversees the use and maintenance of college research and
development equipment and materials. Develops reports required of the
College, and provides information and technical support for grant proposals and
research projects. Serves as central repository of statistical reports, and
serves as technical consultant to the faculty and staff in research activities
related to their various functions or programs. Serves as the
point for referral of requests from administrative and instructional faculty or
from outside the college, for research data, e.g., questionnaires from
educational and governmental agencies.
Prepares reports as required by the VCCS, SCHEV and
other agencies, to include facilities space utilization reports.
Communicates with college grant development officials, faculty and staff on the
development of grant proposals and provides research oversight to a
comprehensive college-wide institutional review board for the submission of
federal grants.

Evaluation.
Develops
and coordinates implementation of procedures and programs to measure and
document student achievement for the purpose of improving instructional
outcomes, in accordance with legislative mandates and accreditation criteria
for instructional effectiveness; serves as chair of the Student Assessment
Committee and provides continuous leadership and technical support for
assessment activities; provides analyses of assessment methods and results, and
prepares assessment plans and reports. Directs and administers VWCC’s Plan for the Evaluation of Academic Degree Programs.
Coordinates the activities of evaluation teams established for the purpose of
analyzing the nature of the academic programs. Recommends and conducts research
programs, projects, and studies of College programs, services, and activities
including, but not limited to, student services, program evaluation,
instructional evaluation, student enrollment patterns, student profiles,
instructional costs, faculty data, management policies, student outcomes
assessment and program planning. Anticipates and creates data for institutional
