Evacuation Procedures

Fire Evacuation:
Fire evacuation procedures (with floor plan) have been posted in each
classroom. Proceed to the nearest exit
and move away from the building. Do not
block parking lots or access points for fire trucks.
Mandatory Escape Procedure
Notification: In order to comply with state requirements,
faculty must review the evacuation procedures with students at each first class
meeting, each semester. Buildings must
be evacuated when fire alarms are sounded, recognizable as an uninterrupted
loud ringing emanating from the corridors, or when so notified by college
personnel such as Campus Police or administrators. Each faculty member is responsible for
ensuring that their students are evacuated from the building, including
students with disabilities.
Areas of Rescue
Assistance: Most buildings have on-grade exits that can
be used to evacuate wheelchair bound students.
Webber, Duncan, and Brown have areas of rescue assistance in the stair
towers. These are locations with call
stations where one can wait for fire and rescue assistance. Upper floor of
Elevators:
In the event of fire, elevators should not be used. Elevators are tied to the fire safety system
and assigned to automatically descend to the lowest floor and cease to
function. If you become trapped in an
elevator, use the emergency telephone inside the elevator car that
automatically contacts Campus Police.
You must provide your name and building to secure help.
Building
Safety Coordinators: Building Safety Coordinators (BSCs),
typically Division Deans, have been assigned for each building to serve as
point of contact for issues related to safety. When buildings are evacuated,
the BSC or his designee will canvass all rooms, as can safely be done, to
ensure that no one remains. Campus
Police will assist in this effort as soon as they are able to respond.
Hazardous
Materials: In the event that a chemical mishap
necessitates the evacuation of a building, the laboratory technician will meet
the Campus Police at a prearranged location outside the building to convey
information about any hazards that might exist inside, such as noxious fumes or
volatile chemicals. These conditions require specialized personal protective
equipment and may preclude canvassing of the building by our personnel. In such instances, the Campus Police will
await response by the Roanoke City Fire
Department, advise them of the hazards so that City fire fighters may take
appropriate precautions prior to entering the building.
Please take the following
steps if you discover a fire or other hazard that warrants evacuation of the
building.
1.
First, activate a fire alarm pull
station. These are located on the walls near most exits and will have wording
to the effect of "Pull, in the event of fire". These directly alert the nearest fire station
assistance is needed and activate life safety system containment.
2.
Second, ensure safety by evacuating
from the building.
3.
Third, notify Campus Police at
telephone extension 77979 (If Campus
Police cannot be reached, notify Roanoke Emergency Services by dialing
9-911.) and then notify your Building
Safety Coordinator (your division office number).
4.
Do not attempt to fight even a small
fire unless you have been trained in the use of a portable fire extinguisher.
Fire extinguishers are only intended for use by trained personnel to fight
incipient stage fires (initial or beginning stage).
Off Campus Facilities: Off campus facilities are not owned by VWCC. The facility owner is responsible for maintenance, repair and safety systems in these facilities. For those facilities off-campus, faculty and staff should become familiar with the procedures in place at that particular location for evacuation and reporting of fire and other emergencies. For off-campus facilities where the college maintains a full time administrative presence, the Site Director will serve in the role of the Building Safety Coordinator, fulfilling requirements previously described.

First aid kits have been installed in
numerous locations around campus to facilitate ease of access. A list of those locations and kit contents
is provided. Campus Police will inspect these kits on a monthly basis and
report to departments need for replenishment.
Departments are responsible for replenishment. These kits have been installed to provide for
treatment of minor injuries. When
rendering first aid assistance please be conscience of the potential for
transmission of blood borne pathogens, such as AIDS and Hepatitis B.
Band-Aids should be given to the
injured party for self-treatment of minor cuts and abrasions. College personnel
other than those trained as medical emergency first responders are not expected
to render treatment in situations that might expose them to blood or body
fluids, which may contain blood borne pathogens. If an employee chooses to
assist, then they do so under the "Good Samaritan" law and are not
covered by the provisions of OSHA regulations or the college's "Exposure
Control Plan". Rubber gloves are provided in the first aid kit for use in
such instances. Remember to turn the gloves inside out as you remove them to avoid
contacting with blood.
If assistance is needed in treating a
cut or an injury of a more serious nature occurs, please contact Campus Police
at telephone number 857-7979 (Ext. 77979). Campus Police and other college
personnel have been trained as medical emergency first responders, with
certification in CPR and use of the Automated External Defibrillator. They are
trained to treat injuries involving blood and can render assistance until a
rescue squad is dispatched. First responders have more comprehensive first aid
supplies to deal with such emergencies. A list of personnel so trained is
attached for your reference. If Campus Police cannot be reached, you may
contact Roanoke Emergency Services by dialing 9-911. Emergency telephone
numbers are posted on all telephones.
For those facilities off-campus,
faculty and staff should become familiar with the procedures in place at that
particular facility for obtaining first aid. If an injury requiring first aid
occurs, request the local rescue squad by dialing 911, preceded by the number
to access an outside line if the telephone system so requires. Make sure you
know how to gain access to a telephone, particularly if working in the evening
when administrative offices may be closed.
